While the area around the casino has changed little since it opened, real estate prices have soared and city officials say there's been a lot of interest from hotels and restaurants.

Virginia's first casino, Bristol's temporary casino, attracted 1. 2 million visitors from across the U. S. and many other countries in its first year and paid out a $92 million jackpot, deemed a success by casino and city officials.

In the 12 months since the casino opened, the surrounding area has looked little changed. But city and casino officials hope that will change when the fully-fledged facility opens next July, with plans for a hotel, amphitheater, entertainment venues, restaurants, shopping, spas and pools.

A big celebration is planned for Saturday to mark the first anniversary of the opening of Bristol Casino, home of Hard Rock, on the former site of a mall off Gate City Highway in west Bristol. Giveaways and music are planned all day.

"We are overwhelmed to realize we are a part of the family and community," said Allie Evangelista, president, Hard Rock Hotel & Casino Bristol. "We look forward to opening next year and welcoming everyone to our brand new property."

The center and front of the casino site have been busy construction zones lately, with heavy machinery and truck traffic, dust and noise.

Construction continues

The groundbreaking ceremony took place on December 7th. Construction is proceeding as planned, and the full facility is expected to open around this time next year.

The project will temporarily employ up to 1, 000 construction workers, according to casino officials.

Evangelista said much of the work currently being done is underground, with foundations completed and the former Sears and JCPenny buildings, originally planned as part of the permanent facility, demolished. If they had used these buildings as part of the design, they would not have been able to build the quality they want and expect from Hard Rock properties, she said.

These changes, along with rising costs and inflation in recent months, have led to an increase in the expected cost of the project, she explained.

Steel is currently being delivered to the site, and construction progress will soon be visible, she added.

The casino project's total square footage has yet to be finalized, but the gaming floor will be 92, 000 square feet. It will also have more than 1, 500 slot machines, 75 gaming tables, and a poker room.

By comparison, the current casino is 30, 000 square feet and has more than 900 slots, 29 tables and a sportsbook.

The permanent facility will offer multiple dining options, including a Hard Rock Cafe, a fine-dining restaurant called Council Oak Steak & Seafood and an Asian noodle bar, Evangelista said.

A large dining hall will have plenty of grab-and-go options and a gourmet coffee shop called Constant Grind, she added.

The permanent casino will also have a large area for non-smoking patrons, which will be closed off from the smoking area and have higher ceilings. The current facility has separate smoking and non-smoking areas, but smoke can be detected in all areas of the casino, including the bar and two restaurants.

Evangelista acknowledged that many people who gamble also smoke, and said gambling, smoking and drinking seem to go hand in hand.

She said that some studies have shown that slot machines in smoking areas are significantly more profitable than those in non-smoking areas, and that if casinos open in states that allow smoking, revenues will be much higher.

The Hard Rock Hotel on Gate City Highway will have 303 rooms, and the complex will also feature a Hard Rock Live entertainment venue.

Meanwhile, a traffic study is underway to see what changes will be needed to handle the expected traffic from the casino property.

The study is being conducted for the casino by Kimley-Horn and is expected to be completed by the end of the summer.

In November 2022, the City Council approved rezoning about 45 acres, including along Veda Drive, Everett Street, Gate City Highway and Andover Drive near the casino, from R-2 single-family and two-family residential to B3 general business. The new zoning allows for more uses but also allows residential properties to remain as they are.

Time for training

"We want to be mindful of our neighbors. We don't want to negatively impact their quality of life," Osborn said.

Some existing properties near the casino are getting improvements. A strip shopping center across from Kroger on Gate City Highway has been renovated and many spaces are now available for rent.

Owner Larry Grubbs said he chose the location simply because of its proximity to the casino. It offers massages, body wraps, scrubs, facials, aromatherapy, shiatsu and more.

Grubbs said he thinks many people who gamble at the casino will be interested in massages and body wraps, and the prices will be more reasonable than the casino spa.

She also owns Sidetrack Tobacco Shop on State Street in downtown Bristol. She attributes the increase in business there to the casino's opening.

Then & Now: Danville and Bristol prepare for permanent casinos to open in 2024

Another business that operates in front of the casino is Sugar Salon. Co-owner Charlene Mullins said the area has certainly seen an increase in traffic, but for the salon, which has regular customers, it doesn't mean new business.

Her biggest concern is that real estate around the casinos may become more desirable and her building may be put up for sale.

Both Bristols and Danville cities continue to be visible at the construction site of a permanent casino resort, which is adjacent to the already opened temporary casino facilities.

These cities are the only two temporary casinos in Virginia, all of which are aiming to open the permanent casino resort in 2024. Hard Rock Hotel & Casino Bristol will open next summer in Danville Caesters Virginia.

Caesters Virginia General Manager Chris Albrecht said that Danville Casino had about 100, 000 visitors a month.

"It's really stable since the opening. We've certainly seen a big rush, but it's pretty consistent," he said.

According to Albrecht, these tourists come from all over, but mostly from out of town and locals, especially during the weekdays. But Albrecht said they'll be coming from further afield once the permanent resort, with a 320-room hotel, opens.

The Caesars Virginia construction site is currently building 11 of the hotel tower's 12 floors, and everything is on schedule for a late 2024 opening, Albrecht said.

"The 10 floors will have 30 rooms per floor, with 20 on the top floor. The casino's top floor will also feature suites, with floor-to-ceiling windows offering spectacular views of Danville.

When completed, it will be the tallest hotel in Danville and will have more rooms than any other lodging facility.

The resort's casino floor will be approximately 90, 000 square feet, more than double the size of the current temporary facility (40, 000 square feet), and will feature approximately 1, 400 slot machines and table games.

The $650 million project will also provide 40, 000 square feet of meeting and convention space, an entertainment venue that can accommodate 2, 500 people, and restaurants and bars.

The temporary facility in Danville employs approximately 430 people, while the permanent resort will employ about 2, 500 people. Albrecht says they will need more than double that number of people.

“We will begin recruiting and hiring in earnest in the new year,” he says. “We will start hiring events and going to nearby universities and colleges to hold job fairs and speak to students.”

Many of the temporary facility’s existing employees, including card dealers, were recruited from the local community, and Caesars hopes to hire more locals for the permanent casino.

There was a learning curve in training staff in the early days of the temporary casino, Albrecht says, because Caesars brought a whole new industry to the Danville area.

“Now we have team members doing those jobs and they’re making really good salaries. The tax revenues from the casino will be spent according to the recommendations of the Danville Investment Committee, which was established before the city passed the casino referendum in November 2021, Larking said.

The committee gathered input from Danville residents and "prioritized areas that citizens believe are important."

This includes initiatives such as housing, public safety, education and economic development.

Some of these funds have already been used for projects throughout the city, and the influx of funds from the casino has allowed Danville to complete projects sooner than expected.

For example, the police station moved from the basement of City Hall to a new building this year. Larking mentioned amenities such as the community room that are important to the police station's community outreach.

"We have a much better program now than we did years ago," Larking said. "Without the casino revenue, we would not have been able to move the police department to its new headquarters.

Casino revenues also likely speed up the renovation of the White Mill, the former Dan River Mills building that has been vacant for decades, Larking said.

These two projects, and others currently underway, will help improve the quality of life in Danville, he said.

"The citizens have decided that they want to allow a casino to operate in our community. I believe it is my responsibility as city manager to do my best to maximize the resources that are made available by that decision and use them for the benefit of the community," Larking said.

While many residents are excited about the casino and what it could do for Danville, Larking encouraged skeptics to look at why the city was chosen for a casino resort.
