Intralot – Washington DC’s Failing Sports Betting Experiment

A September 2021 audit by the District of Columbia Comptroller's Office found that Gambet DC has not met expectations. Sports betting tax revenue from the sportsbook amounted to about $1. 8 million in 2020-2021. Of that, $1. 4 million came from Gambet's only competitor, William Hill, which operates a retail sportsbook at Capital One Arena.
Underperforming revenue
The audit found that GambetDC keeps a higher percentage of its sales margins than sportsbooks in other states, about 17% of all sports bets, compared to Montana, which came in second with about 12%. But the auditors determined that Gambet could make more handle if it lowered its margins and offered better odds.
The app has failed to meet its financial goals since its 2020 launch. It was supposed to bring in $92 million in revenue for DC from 2019 to 2022: zero in 2019, $352, 000 in 2020, $4 million in 2021, and just $2. 7 million in 2022.
Unsurprisingly, this has caused many stakeholders to reconsider whether Intralot is the right choice. In 2022, DC Councilman Kenyan McDuffie said, "This can't continue." He said DC can't argue that "we can continue like this because we're getting a bigger share of the revenue," adding: "You're still zero even if you get a bigger share of the zero."
In 2022, it looked like Intralot might be able to open its doors in DC. DC Councilwoman Elissa Silverman introduced a new bill to "reboot" the sportsbook program, arguing: "We need to turn the page on this shameful episode." Her bill would pave the way for a competitive market and allow sportsbook giants to compete in DC. But it failed to gain support.

The future

Instead of overhauling Intralot, Lotte appears likely to keep the current operator while working with contractors to replace the sports betting app with a better alternative. Suarez has said he wants to secure a "top-class performing, nationally recognized" sports betting company in the deal.
But some are questioning Suarez's logic. McDuffie posed a question that can't be ignored: "Why not bid?" Either way, most of the power players in Washington DC don't seem ready to give up on Intralot's sports betting experiment just yet.
