This poster summarizes the results of our monthly survey. It shows how the total value of construction starts has changed compared to the same period last year. It also shows which segments have the highest value of construction starts this year. We call this indicator "activity-starts". The indicator is calculated monthly for 18 construction segments by aggregating actual construction projects. The projects are from iBuild's database, and ELTINGA and Buildecon found a way to create an indicator from them.

In terms of activity starts, it has been an incredible half a year. In the non-residential submarket, we recorded the highest number of project starts in the history of this database. And civil construction works also stood out. Admittedly, project starts are slightly below last year's record high, but at €5. 8 billion, they are 3-4 times higher than any year before 2023. On the other hand, the apartment complex submarket continued to contract in the first half of the year.

Q2 registers historically low quarterly Activity-Start in Hungarian construction, but H1 is not so bad
Posted on August 28, 2024 by efalucskaiAccording to the latest EBI Construction Activity Report Hungary, construction starts in the second quarter of the year barely exceeded HUF 400 billion, which was the lowest quarterly activity-start since 2016, even at current prices. However, due to the exceptional Q1 values, H1 2024 as a whole did not see a significant decline (onl y-11%) compared to H1 2023. However, compared to H1 2021, the drop was 18%, and compared to the exceptionally good H1 2022, the drop was a whopping 45%. Also, on a list price basis, activity starts hit a nine-year low.

Lowest quarterly value of construction starts since 2020
According to the EBI Construction Activity Report Hungary, construction starts increased in the first quarter of 2024, but decreased in the second quarter. Construction starts did not reach Hungarian francs 360 billion, the lowest quarterly value since 2020. Compared to the first half of 2023, construction starts decreased by 11. 8%, and compared to the same period in 2022 and 2021, they decreased by 30% and 21. 5% at current prices, respectively. In constant price terms, only H1 2014 was weaker than H1 2024.
Most of the decline was due to slower starts in non-residential construction projects. The decline in multifamily housing was much smaller, with starts remaining at roughly the same level as in the first quarter. In non-residential construction, starts in April-June this year were slightly above HUF 260 billion (down about 43% from Q1), but were significantly lower compared to the same period in the past three years. Looking at the quarters from 2021 to 2023, the second quarter of this year was the second lowest in current prices and the lowest since 2013 in constant prices. Due to the weak second quarter, activity starts in H1 2024 were also lower than the same period in the past three years in current prices. At constant prices, a lower figure was only recorded in the first half of 2014.
Large construction projects started in the second quarter of the year, including the MBH Bank Head Office in Budapest, the first phase of the BYD electric vehicle factory in Szeged and the Huayou Cobalt Vamo cathode factory in Akç. Construction also started on the Moxy Budapest Downtown hotel and several apartment buildings.
The value of civil engineering projects started bottomed out in the second quarter.
Following the bright figures in the first quarter, the number of civil engineering cases dropped significantly in the period from April to June this year. In the second quarter, civil engineering project starts were minimal, with starts not reaching Hungarian francs 70 billion, the lowest quarterly level since 2016. However, if we compare the first half of the year with the usual, 2024 is not particularly bad. Compared to the same period in 2023 and 2021, activity starts fell by 10. 5% and construction starts by 9%, exceeding those of 2020. There was only a big drop compared to the figures for January to June 2022. In the civil engineering field, road and railway construction works accounted for about 45% of activity starts in the first half of 2024, with a value not reaching Hungarian francs 200 billion. The fact that not a single civil engineering project was among the top ten projects with the highest number of construction starts in April-June of this year is a clear indication that civil engineering construction starts have bottomed out.
Most construction works continue to be started in the capital.
Looking at the last four quarters, the largest number of construction works were started in Budapest. The capital's share of construction starts nationwide was over 40%. The Northern Great Plain came in second, but with 13%, a significant decrease compared to the previous quarter's 20%-30%. Pest County came in third with 12%, while the southern Transdanubia region had the lowest share of projects started, accounting for only 5% of construction projects started in the last four quarters.

Building starts in Q1 2024 did not improve
Building starts at the beginning of 2024 could not regain their senses: the number of construction starts was at the same level as in Q1 2023. The value of construction starts was just above HUF 400 billion, roughly the same as in October-December last year, but was down 17%-26% year-on-year. In constant prices, the value of construction starts is decreasing. The last time the value of construction starts decreased was in Q4 2015.
The indicator for non-residential building starts rose slightly in Q1-3-2024 compared to Q4-2023, reaching over CHF 3. 5 billion. However, looking at each quarter from 2021 to 2023, Q1-2024 was the second lowest. In list price terms, the last time activity starts were lower than Q1-2024 was in 2015. For residential construction, 2024 got off to a better start than 2023, but construction starts continued to fall from Q4-2023 onwards. The biggest construction projects that started in January-March this year were mainly logistics and industrial buildings, such as the Mercedes-Benz battery integration plant (Kecskemét), Weerts Ebes logistics hall (Ebes), Benepack packaging materials factory (Makó), Evoring electric vehicle parts factory phase 1 (Jászfényszaru), VGP Park logistics centre building C (Győr) and Rossmann warehouse hall and headquarters (Üllő). Also starting were large office projects such as Zugló-Városközpont Office7, several apartment projects, the construction of the Hilton Garden Inn hotel (mixed-use complex) and the development of the Hungaroring paddock.
Civil engineering revived
After a few quarters, civil engineering improved, and the number of starts in the first quarter of 2024 was nearly 400 billion HUF, an increase of about 70 % from the first quarter of 2023. This improvement was noticeable in outrage, no n-railway construction, and roads and railway construction. The former showed a 180 % growth of last year, but the activity start grew more than 50 % from the previous quarter (activity start was also strong). Budapest leads again
Record value of construction works started in Romania in 2023
Looking at construction work, which had been construction in the past four quarters, the highest price was Budapest, which accounted for 36 % of the entire number of construction work (20 % to 30 % in the previous quarter). The Northern Daikahara, which was the leader until the quarter of the previous quarter, retreated to second place (the number of starts was 21 %). This year, it started a better start in the construction of apartments than the previous year, but the amount of such a construction project decreased further and fell below the last two quarters of 2023. From the second quarter of 2016, the segment recorded the fourth lowest activity in the current price in the first quarter of 2024. Looking at the fixed price, the construction amount in early 2024 is the third lowest since 2016.
However, the market outlook has improved compared to the previous year. Mortgage interest rates have dropped significantly by the end of 2023 and continued to decline in 2024. The brighter environment has recalled the buyer to the housing market, and in the first quarter of this year, the revival has already become remarkable in both distribution and primary markets. Good news: The valu e-added tax reduction rate for new houses has been extended, and the building permission has fallen by the end of 2026, not the end of 2024, and can now sell houses with 5 % added value tax until 2030.

2023: a weak year-end in Hungarian Construction Activity-Start

The deadline for funding from the EU 2013-2020 Programme at the end of 2023 is expected to lead to a surge in civil works, which is also why the start of activity in the fourth quarter was more moderate than in previous quarters. Of the projects that started in the fourth quarter, those that could start at the end of 2023 were given priority.
The 37. 4 km section of the A1 motorway (Cornetu-Tigveni) will be one of the most complex and expensive road sections ever built in Romania, as it crosses the Carpathian Mountains and requires 12 km of bridges, tunnels and viaducts. It will also be the longest highway tunnel ever built (1. 7 km), about five times larger than the current record holder.
Several renewable energy projects also started in the fourth quarter of 2023, including a 102 MW wind farm in Braila County and a 60 MW solar plant in Alba County.
The third largest project to start in the last quarter of 2023 is a 12, 000-seat sports arena in Targoviste. During the four years that the local football team (FC Chindia - named after the tower that Vlado de Impaler built in the city) was in the Romanian first division, the local arena was deemed insufficient and they had to play their matches in stadiums in other cities.

In terms of building construction, all the top projects started in the last quarter of 2023 were residential complexes, three of which were in Bucharest (Theodor Paradis residential area, Nusco City phase 2 and Cortina Elysium, totalling more than 1600 sqm) and two more in Sibiu County (Magnolia Residence phase 2 and Serimbar residential complex, adding about 1000 sqm).
Bucharest loses its lead in Activity Starts
2023 was an unusually even year in terms of the regional distribution of the Activity Starts indicator. Until now, Bucharest-Ilfov had the largest pie, accounting for about a quarter of the value of construction starts in each year. However, in 2023, Bucharest-Ilfov lost its lead as other regions saw a strong increase in construction starts. Bucharest's slowdown was seen overall, with fewer new projects in both civil engineering and building construction. Infrastructure starts were expected to peak in 2022, but the focus has switched to completions.
The North East region has risen from the third least active region in terms of activity starts to the top of the podium. Similarly, the West has risen from its last position for four consecutive years to the top half.
Northwest: Steady Progress
As mentioned above, the Northwest maintained its usual second place while other regions have seen large fluctuations in their share of national construction starts. However, as the EBI Construction Activity Report suggests, behind this stability lies an uneven evolution of the various construction types. The building construction submarket construction starts index (in dark orange on the chart) grew rapidly in the first and second quarters, then stagnated.
Much of that growth will be driven by the electrification of the Cluj-Napoca-Episkopija railway (166km), which itself accounts for almost a third of all construction work starting in the Northwest in 2023. The fastest passenger trains on this line average 60km/h, and delays occurred at the Hungarian border and in Cluj to switch locomotives from electric to diesel and vice versa. The new electrified line will remove this bottleneck, allowing passenger trains to reach speeds of up to 160km/h, and the dual line will also facilitate freight transport.
Other major construction works starting in 2023 in the Northwest include several sections of the much-delayed A3 motorway, as well as airport terminals in Cluj, Satu Mare, Bihor and Maramureş counties. The region has attracted several manufacturing investments, with the largest project in the construction submarket being the Nokian Tyres factory, which broke ground in Oradea in Q2 2023.
Healthcare and education facilities are becoming increasingly dilapidated and there is growing concern due to limited access to services. Therefore, the expansion of the emergency clinic in Oradea (5. 500 m2) and the emergency clinic in Bistrita (9. 750 m2) was also started in 2023. In the same year, the renovation of the new private school in Oradea (29 classrooms) and the large school building in Cluj County (10, 000 m2) also started.
Cluj-Napoca has become notorious for its tight housing market. Limited supply and high demand have caused prices to rise year after year, making it now the most expensive city in the country for home buyers. Supply is gradually expanding, with large projects such as Elite City (279 units) and The Nest (102 units) starting construction in 2023. During 2023, about 30 km of the A3 motorway was completed in two sections. However, one of them (Nusfalau – Sprakl de Barak) is quite isolated, so its use will be limited until it is connected to the rest of the network as early as 2025.
With activities starting and completing well, output (blue) in 2023 saw good developments in both building and civil engineering. Supporting the idea of stability in the Northwest, output has shown a steady growth in each quarter of the last few years, at least at current prices.
The big challenge for the Northwest region in the coming years is to find new avenues of growth, especially in the building sector, as well as to secure financing for infrastructure construction and manage ongoing works. West Transanubia
About 6% of construction starts last year were concentrated in the Western Transdanubia region, which was the same as in 2022. Due to the decline in construction starts nationwide, construction starts were significantly lower than the previous year, with a decrease of 34%. Looking at the last four quarters, the Northern Great Plain region had the highest number of projects, with a share of 30% of the national construction starts (slightly down). In the case of apartments, the number of construction started in the third quarter was almost the same as in the second quarter, but was smaller than usual. In the case of no n-housing architecture, the number of starts in the third quarter was slightly increased compared to the second quarter, but the number of construction started in January to September was below 2022 and 2021.
