LINCOLN, Neb. (The Nebraska Examiner) -- Nebraska Gov. Jim Pillen pushed his property tax relief chips to the middle of the Legislature's poker table Monday, staking his political ratings on state senators passing structural reforms that can't be easily undone.

He held hearings. He rallied supporters. He funded pollsters and mailers. He paid for mass text messages. He held secret meetings with select state lawmakers and spoke to reporters. He pressured friends and foes alike, lawmakers say.

Pillen's approach to addressing what he calls the "property tax crisis" has left him on a bit of a political island, as his proposals need a public advocate and a way forward.

Defending Pillen are state Reps. Brad Von Gillern and Kathleen Kauth of Omaha, both members of the Ways and Means Committee who helped craft the tax bill. But his opposition isn't just partisan. Republican Sen. Julie Slama of Dunbar said she would not and could not support a big tax increase.

"I can't support a plan like this. I just can't support it," she said.

In interviews over the past few weeks, lawmakers who have tried to work with Pillen on reforms described meeting with him as like running into a brick wall. He listens. He nods. And he tells you why what he proposes is better, some senators said.

Asked how the passage or failure of meaningful property tax relief would affect her personally and politically, Pillen said, "I'm not thinking about that. I'm just focused on doing what I think is best, what the people need."

"I'm very, very happy that the majority of the legislature is working hard to find a solution," she said. "Human nature... doesn't like change and is pretty selfish. So there's a lot of stuff that has to be worked out."

Gambling a second term

The one-term governor is betting his chances at a second term on whether he can convince enough senators to pass his vision for tax cuts during a special legislative session he's called.

Pillen told the Examiner on Monday that he would like any plan to include a front-loaded income tax credit for property taxes. He also wants to cap or curb spending. And he wants the state to take over funding for K-12 schools.
