In 1799, he went a step further, initiating diplomatic negotiations with the United States and renewing commercial relations that would benefit both economies. In just two years, American exports to the colony increased by more than 260 percent, to $7. 1 million. - To revive the region's war-torn economy, Toussaint had to demonstrate his masterful statesmanship by balancing the competing interests of Saint-Domingue's racial, class, religious, and cultural orders. Toussaint found the resources of the merchant and planter classes essential to rebuilding Saint-Domingue, and in the name of republican fraternity, he extended his generous policy of restitution, even to the point of punishing reprisals against former slave owners. As a result, Toussaint secured loyal allies and followers at the local and international levels. Under his administration, Saint-Domingue underwent major reforms in civic life, including the construction of public roads, the expansion of irrigation canals, and the improvement of public health.
- His leniency towards whites and his authoritarian policies of forcing blacks to work on plantations diminished his standing with the black majority. Nevertheless, he worked tirelessly to protect their interests and ensure that they were paid for their labor during his governorship. He traveled extensively to quell internal unrest, and relied on his deep cultural ties and Afro-spiritualist cues to bolster his image as their champion. According to Toussaint's biographer C. L. R. James, under his administration, thanks to the efforts of the black masses, agricultural cultivation on the island recovered to two-thirds of what it had been before the 1791 rebellion.

The secret of Toussaint's influence was also in the development of a superhuman personality, a trait common to the great heroes of history. James writes that Toussaint assumed the role of the avenger, as described by the Enlightenment thinker Abbe Raynal. He fought in battles, faced death many times, and survived, exuding a supernatural aura that charmed followers and enemies alike.
His legend grew. A French official in Saint-Domingue credited Toussaint's vitality and unparalleled understanding of the terrain for being able to be in several places at once. After Napoleon sent 20, 000 French troops to retake control of Saint-Domingue in 1802, a secretary to the expedition described Toussaint as "like a tiger." Soon, his unprecedented feats led to him being called the "Black George Washington" and the "Napoleon Bonaparte of the Caribbean."
But these titles do not do justice to Toussaint Louverture and his far-reaching influence. He was a singular leader who helped charter the revolution with the extraordinary insistence that the declaration of "inalienable liberty" was hollow if it was bound by skin color or creed. His revolution had much broader geopolitical implications: historians credit it with dissuading France from colonizing the hemisphere and forcing Napoleon to sell the Louisiana Territory to the United States, essentially doubling the size of the young republic.
Toussaint did not live to see the final independence. He was captured during Napoleon's 1802 campaign to subjugate the colony, imprisoned in France, and died a year later. It was his radical lieutenant, Jean-Jacques Dessalines, who fended off the French attack and proclaimed Haitian independence in 1804.

Milt Thompson, an outfielder for the 1993 National League Champions and hitting coach for the 2008 World Series Champions, returned to the Phillies in March 2022 as a Community Club Ambassador. He will work with the Phillies RBI Program and the Phillies Urban Youth Academy to provide community outreach with an emphasis on youth baseball and softball development.
Milt served as the Phillies hitting coach from 2005-10 after serving as first base coach in 2004. From 2005-09, Milt led Phillies hitters to the NL lead in home runs, RBI, RBIs, outfield hits and total bases. He also coached the NL All-Star team in 2009.
