What values are important to foster a strong culture and teamwork? As proud sponsors, we met with Sliema ASC and Sliema Wanderers to talk about their secrets to success in building a strong culture and teamwork within the team. Focus on whether you are there and the role that OECD can play to relieve it. Although concerns about trade dependence and the loss of supply have not yet begun, public opinion discussions are spotlighting this issue, especially, especially when the global economy and geopolitical prospects have deteriorated. As a result, there have been increasing calls for the establishment of "slow ballization", "Degro ballization", "Friend Shoring", "Niaching", "Trade Block", and "Relill Calization". The tensions of the United States and China over a widespread geopolitical issue have also raised the possibility of decapping in the world's largest two economic sphere. Following the aftermath of the US inflation suppression law (IRA), which was enforced on January 1, 2023, the possibility of the final US and the EU was discussed. < Span> 2. 2. 4. The General Assembly is to pay attention to the OECD statement at the 2023 OECD Council of the OECD Council: "Resilient future securing: Shained values and global partnerships". On this occasion, OECD member states reconfirmed the following: "The community that is equal to our aspirations is our personal freedom, democracy, human rights, and human rights, shown in our 2021 vision statements. Continue to commit the importance of multilateralism, following the common values of gender equality, environmental sustainability, inequality, and diversity. In order to work on, we will strengthen and develop global partnerships beyond the current framework ... as shown in the new trade strategy of OECD. , Evaluate the role of OECD that promotes the strength of the supply chain and to compete with attempts to weaken the open marke t-based economic systems. "

5. According to OECD, Most OECD member states have risen fiscal deficit, public debt levels, after Most OECD pandemic, Russian Federation's Ukrainian invasion war, relevant energy crisis and living costs crisis. I am worried that we are working on a sluggish growth outlook. In 2022, OECD as a whole was estimated that the general government expenditure would be nearly 43%of GDP, about 2, 5%higher than the average in 2017-19. It is estimated that the public debt / GDP ratio increased by almost 6 % during the same period. The recent increase in wages and welfare allowances in the public sector, which reflects high inflation, has further pressure on public spending. The medium- to lon g-term trend, such as the aging of population and rising services, will further pressure government spending on pensions, public health, and lon g-term care. < SPAN> 4. 6. The General Assembly is worried that Cavid 19 pandemic, global conflict, climate crisis, and gaps have been reversed, and the global progress of poverty reduction has occurred. The number of people suffering from extreme poverty, which has been significantly reduced for nearly 25 years, is currently increasing. In 2020, 700 million were extremely poor, and nearly half of the world lived under $ 6. 85 or less a day. The Human Development Index has declined for the first time in history, and nine out of 10 countries around the world have receded in health, education and living standards. In such a framework, democratic nations are under pressure from inside and outside. Political discourse, geopolitical tension, expansion of disparity, public health and economic crisis, foreign interference from the democratic process, all of these are fueled by misinformation and false information. Citizens' trust in the institution has been tested, and many governments have to strengthen and protect democracy.

7. In the recovery period from the 2021 pandemic (global trend), almost all OECD countries have an unusual speed of inflation, and are pushed up by the rapid recovery of supply bottlenecks and product demand. Ta. Inflation around the world has increased to the level that many economies have never experienced since the 1970s, as the Russian Federal invasion wars against Ukraine in February 2022 have confused the food and energy market. High inflation causes the crisis for living expenses, hinders the real disposable income and living standards of household budgets, slows the growth of personal consumption, and has a strong distribution effect. Lo w-income households and rural households generally have the largest blow due to the rise in food and energy prices, based on their spending composition. Nominal wages have not been able to keep up with inflation rate, and real wages have virtually declined in all OECD members. The COVID-19 crisis had a much greater impact on vulnerable groups of vulnerable groups, such as young people and unprecedented families, than other groups. Lo w-skilled workers and lo w-income households are likely to be hit in the current environment of high inflation, economic deceleration, and Ukrainian invasion wars in the Russian Federation. < SPAN> 6. 8. In this framework, the Enlarged Assembly recalled resolution 1899 (2012) “Activities of the Organisation for Economic Co-operation and Development (OECD) in 2011-2012” and noted the urgent need for policies to promote cohesion in our societies and address social inequalities, in line with the proposals of the International Labour Organization (ILO), particularly in the areas of youth employment, education, public health, training and adequate pensions. The Enlarged Assembly reiterates its urgency to the OECD to intensify its work in these areas and to explore synergies with relevant international partners, in particular the European Union and the ILO, to improve public responses to financial, labour and social challenges. In the medium to long term, national governments will need budgetary frameworks to ensure fiscally responsible levels of spending by reallocating resources from low-value areas to those most socially needed, as encompassed in the OECD Better Spending Framework. 9. The Enlarged Assembly notes that the first OECD Trust Survey, conducted in 2021 across 22 OECD member countries, found that four in ten respondents trust their government, while four in ten do not. Just under a third of respondents believe that their country's political institutions enable them to have a say in government decision-making, and a similar proportion believe that the government takes into account the views expressed in public consultations. Younger people, those with less education and those with lower incomes, on average, trust their government less than other groups. These trends highlight the need for OECD countries to strengthen their democratic governance systems through measures to enhance citizens' participation in the political process and to combat the spread of misinformation and disinformation that undermine democratic engagement, distort policy debate and undermine the resilience of societies. In this vein, the Enlarged Assembly welcomes the OECD Declaration on Building Trust and Strengthening Democracy, adopted by Ministers at the OECD Public Governance Ministerial Meeting in November 2022, which contains commitments and actions to strengthen trust and democracy. It also welcomes the biennial OECD Trust Survey, which monitors public perceptions of the capabilities and values of public institutions and their relationship to trust in the country. 8. 10. The Enlarged Assembly is also extremely concerned that, in light of the current trend of rising extreme poverty referred to in paragraph 6 above, 575 million people are projected to still be living in extreme poverty and only one-third of countries will halve their national poverty levels by 2030, putting the UN Sustainable Development Goal (SDG)1 of “ending poverty in all its forms everywhere” out of reach. Low- and middle-income countries simultaneously face growing financing needs, soaring debt and declining financing for sustainable development (especially government revenues), with the SDG financing gap reaching US$3. 9 trillion in 2020, a sharp increase of 56% from 2019. In this framework, the Development Assistance Committee’s (DAC) Community of Practice on Poverty and Inequality (CoP-PI), a platform developed by the OECD to help DAC member states maximize the focus of their development cooperation, is a useful tool. The Enlarged Assembly urges the international community, in particular the Member States of the Council of Europe, to strengthen international support and solidarity and ensure that assistance for the short-term crisis is linked to maintaining the focus and accelerating progress in the pursuit of long-term development goals and a fairer global economic order, in particular to support the world's poorest and most vulnerable countries.

11. In the same vein, the Enlarged Assembly notes that the slowdown in international migration seen during the COVID-19 pandemic has been reversed by a strong recovery in economic and administrative activity, the reopening of borders and the Russian Federation's war of aggression against Ukraine, triggering a refugee and humanitarian crisis on a scale not seen in Europe since the Second World War. There is also concern that climate change will spur large-scale human movements. According to one projection, natural disasters will displace hundreds of millions of people in the coming decades. The impact of climate change on human mobility is difficult to isolate. Climate change is only one of several factors that affect migration and mobility, including reduced or instability agricultural incomes, shrinking livelihoods, conflicts over natural resources and increasing food insecurity, which are often complex factors. 10. 12. The frequent crisis in recent years has been forced to reconsider and implement the climate change policy, and has been involved in new tasks and opportunities. Relieving climate change requires fundamental, large and rapid transformation of economy and energy supply. Strong policies for emission reduction, improved technology, and larg e-scale investments are extremely important. The significant change in the resilient transition to the Net Zero Emission cannot be considered separately from the widespread situation that changes rapidly in social, economic and environmentally. A comprehensive policy must be the environment and social justice at the same time. However, the General Assembly pointed out that the rising ambition of lon g-term climate change is not linked to reliable actions in the short term. In order to achieve climate change goals, you need to accelerate your actions rapidly. According to the inte r-climate change panel (IPCC), the worst impact of climate change has reduced the amount of emissions by 2030 by 45 % compared to 2010 and emissions by 2050. It is necessary to make the net zero. The urgency of the climate crisis has been amplified by an increase in risk exceeding the turning point of the climate. At a certain global warming level, these elements of global climate systems can cause irreparable, frequent changes, and include potentially serious local and local disasters. You may be able to pass through points that cannot return to our environment. The General Assembly fully supports the following initiatives. < SPAN> 12. 13. The discussion at the 2021 General Assembly revealed that the role of OECD was useful in promoting debate and providing solutions in complex multilateral negotiations on fiscal justice. So far, clarification of policies in two pillars, work plan, the latest economic impact on tax issues generated from digitalization published in October 2020, and Cover statements with OECD/G20 comprehensive frameworks related to Blueps of 1st pillar and second pillar have provided concrete basics for discussions. The General Assembly believes that it is most important for all countries and institutions involved in this process to maintain a momentum through a comprehensive framework and find solutions for the remaining issues. As already mentioned in the resolution 2370 (2021), if two pillars are not implemented, the risk of unilateral tax measures without coordination (such as digital service tax, etc.) is increasing in the world, which is harmful. Taxes and trade disputes may increase.

14. Expansion General Assembly is as repeatedly stated in the 2023 Cabinet Council's statement in the OECD member country and member candidate countries, as a member of the 2023 Cabinet Council's statement. We believe that it is essential to keep committing to the common values of possibilities, inequality, and the common values of diversity. In addition, OECD member countries and member candidate countries will reconfirm the importance of multilateralism and unity when tackling global issues and intends to strengthen and develop global partnerships beyond the current membership. That is essential. The role of a cooperative agency such as the European Council is to support the formation of consensus between member countries, and at the same time, reach out to fill diplomatic gaps. The General Assembly also requests OECD to provide information on OECD's policy initiatives regarding the issue mentioned by the present resolution, from the present to the next debate. In addition to financial and economic issues, it is efficient that focuses on the fact that there are no comprehensive policies in consideration of the economic reality of each country, such as environmental issues, labor policies, and social policy. I hold the key to support. < SPAN> 13. 15. The General Assembly welcomes Colombia and Costa Rica, a new member of OECD. In order to participate in the discussion of the General Assembly, the Colombian delegation will be assigned 12 seats and votes, and four seats and votes to Costa Rica will be assigned.

16. Expansion General Assembly should configure an essential standard for determining whether the membership candidate should be invited to the OECD for the full respect of the laws, including democracy, human rights, and international law. I will reiterate the belief that there is. From this point of view, we welcome member roadmaps for OECD member candidates: Brazil, Bulgaria, Croatia, Peru, and Romania. The General Assembly encourages the OECD to continue to expand and invites countries that meet the membership standards into member negotiations.

17. The General Assembly is also the main partner of OECD, Brazil, China, India, Indonesia, and South Africa, with close cooperation with the world's largest economy, especially in Africa, Eurasia, Middle East, North Africa, Latin American Caribbeans. We welcome OECD's global outreach, including the regional initiative covering the sea, Southeast Asia, and Southeast Europe, including the cooperation of many other countries.
18. Finally, in consideration of the expansion of the OECD, the General Assembly will revise the rules of discussions (see appendix) on the expansion parliament on the activities of the OECD, and resolve various changes in the rules of parliament.
1. Change the procedure rules for the expansion debate of the Diet regarding OECD activities as follows:
1. 1 Replacement of paragraph 2 of Section I related to "General Principles" with the following section:

"These discussions shall be open to the public and will be held once every two years during the Diet period. These discussions are OECD based on the report submitted by the Political Issues and Democratic Committee. Cooperate to focus on the specific theme specified by the reporter.

1. 2 In paragraph 2 of section II about "Participants", the word "attached document 1" is replaced with "attached documents".
