State by State Analysis

Alabama-Alabama State Law §15-8-150 is a crime for betting with minors.

Pari-Mutuel Betting: The minimum age that can be bet on horses and grayhound racetracks is 18 years old in several counties, but in other counties, 19 years old: Birmingham and Macon are 19 years old, green and mobile is 18 years old. 。 International Horse Racing Committee Association

Pari-Mutual Betting (PARI-Mutuel Betting): The age limit of 18-year-old horse racing was stipulated by the rules of the Horse Racing Management Committee, not by legislative laws.

The Casino California Law allows cities and counties to provide local options to give a license for gaming clubs limited to table games that do not pass banks. Lottery: Colorado State Correction Law §24-35-214 is illegal for any person under the age of 18, selling lottery to those under the age of 18 or purchasing tickets. However, it allows people under the age of 18 to receive a lottery receipt given as a gift. Casino: Personal casinos are limited to three small mountain towns, and have a maximum bet of $ 5. Colorado has also signed an agreement with two Indian tribes.

Pari-mutuel betting and slot machines: While racetracks appear to have a maximum age of 18, the state recently amended its laws to allow video lottery machines at racetracks, with an age limit of 21. Delaware Statutes Title 29, §4810.

Bingo: You must be 18 or older to participate in charitable gambling where the prize is money. This should limit 16- and 17-year-olds to games where the prize is merchandise. Delaware Statutes Title 28, §1139.

Lottery: Limited to players 18 years of age or older.

Casinos and Bingo: Charities in DC may operate "Monte Carlo Night Parties" as well as bingo. The minimum age for participation and attendance is 18, but minors under 18 may attend if accompanied by an adult. D. C. Code §2-2534.

Lottery: Limited to players 18 years of age or older.

Pari-mutuel betting: Florida has jai-alai as well as dog and horse racing tracks. State law prohibits those under 18 from gambling, but they may enter if accompanied by a parent or legal guardian. Florida Statutes §550. 0425.

Bingo: State law prohibits anyone under 18 from playing or in any way participating in the conduct of bingo games. Florida Statutes §849. 0931.

Georgia - The state legislature enacted a unique statute that creates civil liability along with the more general criminal penalties. "A parent shall have a right of action against any person who, without parental permission, plays or wagers with his or her minor child in games of chance for money or other things of value." Georgia Statutes §51-1-18

Lottery: State law not only prohibits anyone under 18 from purchasing lottery tickets, but also requires conspicuous labels prohibiting minors from using electronic or mechanical devices related to lottery tickets. Georgia Statutes §50-27-10.

Bingo: State law allows people under 18 to play bingo if accompanied by an adult. Georgia Statutes §16-12-58.

Hawaii - Hawaii, Utah, and Tennessee are the only states without commercial gambling. Hawaii, like many other states, allows "social gambling." Hawaii Statute § 712-1231.

Idaho - The Coeur d'Alene Tribe has set up a telephone and internet lottery, the "US Lottery."

Lottery: Idaho Statute § 67-7413 prohibits the knowing sale of tickets to persons under 18.

Pari-mutuel betting: Minors are prohibited from utilizing the pari-mutuel system. Idaho Statute § 54-2512.

Bingo: No person under 18 may play bingo for cash prizes or in games where the prize exceeds $25 worth of merchandise. Idaho Statute § 67-7703. Thus, children under 18 may play bingo for smaller prizes.

Illinois - Illinois is unique in that it defines a minor (at least under its horse racing laws) as "any person under the age of 17" Illinois Revised Statutes Chapter 230, §5/3. 08. The state also distinguishes between casino gambling operated by charitable organizations (age 18) and casino gambling operated commercially on riverboats (age 21).

Lottery: It is illegal to sell tickets to anyone under 18, but adults can purchase tickets as gifts for minors. "If any person entitled to a prize or winning ticket is under 18 years of age and such prize is less than $2, 500, the Director may direct payment of the prize to an adult member of the minor's family or the minor's guardian by delivery of a check or draft payable to the order of such minor. If any person entitled to a prize or winning ticket is under 18 years of age and such prize is more than $2, 500, the Director may direct payment to the minor's guardian..." Pari-mutuel betting: Minors (defined as 17 years of age) are prohibited from being admitted as guests during a racing program unless accompanied by a parent or guardian. Exceptions are made for employees, licensees, owners, trainers, jockeys, and drivers. Illinois Revised Statutes Chapter 230, §5/26.

Casinos: The state has both riverboat and charity casinos. State riverboat statutes prohibit anyone under the age of 21 from placing or being permitted to place bets on any area of a riverboat where gambling is taking place. With the exception of employees, all persons must be 21 or older to perform any gambling-related business. Illinois Revised Statutes Chapter 230, §10/11.

Illinois charity casinos are doing millions of dollars. "Charity Game Law, Roulette, Blackjack, Poker, Pulltab, Craps, Bang, Beat The Dealer, Big Six, Gin Lumy, Five Card Stud Poker, Chuck Arak, Ken, Holdem Poker, Goods Wheels, etc. Authorized games. Maryland - Maryland's gambling laws have some unique quirks.

Lotteries: The state is like other states in requiring sellers not to sell tickets to people they know are under 18, but allows adults to buy tickets as gifts for minors. Lottery sellers must be at least 21 years old. Maryland Code §§ 9-112 and 9-124.

Pari-mutuel betting: The state's racing commissioner reports the minimum age as 18. Association of Racing Commissioners International, Inc: 1996 at 59.

Casinos and slot machines: In some parts of Maryland, charities may operate casinos that include slot machines.

Bingo: Maryland's bingo laws are unique in two ways: the state legislature passes specific statutes for each county, rather than a single statewide law, and some statutes specifically allow 16-year-olds to play bingo. Maryland Penal Code 27, "Gaming".

Massachusetts

Lottery: This state follows other states in requiring that sellers not sell tickets to people they know are under 18. Lottery sellers must be at least 21. Massachusetts Statutes Chapter 10, Sections 24 and 29.

Pari-mutuel betting: In Massachusetts, minors (18 years of age) are prohibited from participating in or even placing bets on horse or dog races. However, the penalties are very small. The fine for a first violation is no more than $100. Even if a racetrack allows a minor to place a bet, the fine is no more than $100. Massachusetts Statutes Chapter 128A, Sections 9 and 10.

Bingo and Purtab: In Massachusetts, bingo is called "Beano". The state law stipulates that "while the game is being played, people under the age of 18 must not enter the License building or premises." Chapter 10 of the Massachusetts State Law, Section 38.

Governor Casino Massachusetts agreed that the Indian tribe owns a casino.

Lottery: Selling lottery under the age of 18 or offering sales is a minor crime. Sales to minors are prohibited, but adults can purchase them as gifts for those under the age of 18.
