Provincial Reopening Frameworks

As COVID-19 related restrictions are being lifted, the Retail Council of Canada is here to support the retail industry as it navigates this new transition. Below, we share each province's current approach to reopening and what it means for retailers in your area.

British Columbia

Restart B. C. is a measured, four-phase plan to get B. C. back on track and lift COVID restrictions.

Step 1 began on May 25, 2021. Step 2 began on June 15, 2021. Step 3 began on July 1, 2021. Step 4 will begin when vaccination rates are high enough and daily case counts and hospitalizations are low.

As of September 13, 2021, B. C. has implemented a vaccination passport system.

Current phase: Step 3

Masks are now mandatory in indoor public spaces. British Columbians will be required to wear masks in designated spaces, including retail stores, shopping malls, hospitality businesses, hotels, gyms, fitness facilities and public transport, until further notice.

British Columbians welcome fully vaccinated Canadians from other provinces. Travel is not recommended for unvaccinated Canadians. Similarly, COVID-19 safety plans, employee screening, customer screening, hand sanitization, signs, arrows and physical distancing measures, including plexiglass, are all currently recommended but optional. Employers are encouraged to maintain hand sanitization, general hygiene and physical distancing practices.

Temporary COVID-19 occupancy requirements ended on July 1, 2021. Occupancy is now at the employer's discretion, unless there are additional local restrictions. Similarly, requirements for break rooms and offices have been removed. Employers are encouraged to maintain safety requirements where possible.

As of Oct. 25, venues that require proof of vaccination can return to full capacity unless there are local restrictions. These venues must operate under an Infectious Disease Prevention Plan.

Dancing remains restricted and masks remain mandatory indoors.

Regional Restrictions

Additional restrictions in the Interior Health region were lifted on Nov. 30 due to increasing vaccination rates and decreasing infection rates. Additional restrictions in the Northern Health region and the Fraser East Health Service area (which includes Abbotsford, Agassiz/Kent, Chilliwack, Hope and Mission) are still in place.

The workplace where meetings and events are held indoors at the Northern Health (Northern Health) is one of the 50 % of the indoo r-sponsored events or 50 % of the capacity of the venue by proving complete vaccination. Ontario

The Roadmap for Ontario's resumption is a thre e-step plan for resuming the state safely and carefully and gradually releasing public health measures.

Step 3 began on July 16, 2021.

As of September 22, 2021, Ontario has introduced a system to prove vaccination in a specific environment.

Current phase: Step 3

Step 3 will resume more indoor and outdoor activities in small, wel l-managed, wel l-managed crowds with minimizing the risk of infection, and will allow retail. This includes the following, but not limited:

The prefecture will stay in step 3 until the following period:

  • Until at least 21 days have passed;
  • 80 % of those over the age of 12 are inoculated with COVID-19 vaccines;
  • 75 % received the second vaccination;

Alberta

    Manitoba

    As of September 3, 2021, Manitova has introduced a vaccination passport system.

      Prince Edward Island

      From September 1, 2021, Quebec introduced a vaccination passport system.

      After June 11th

      All retail stores are allowed to open.

      Current phases: Step 3 & 4

      • The outdoor terrace of the bar is open:

      Newfoundland and Labrador

      Outdoor public activities and events are allowed according to certain rules.

      Northwest Territories

      From October 4, 2021, Novascosia will introduce a vaccination certification system in some environments.

      Nunavut

      As the vaccination rate of COVID-19 increases, each state and the Shoshosho have announced plans to resume companies, events and recreational facilities.

      Ontario:

      In restaurants and lounges, the capacity restrictions are gone as long as the physical distance is maintained.

      Novascocia has entered the fourth stage of resuming and further reduced COVID-19's public health orders.

      Retail stores can be operated with full capacity, and churches and other venues have been able to participate in up to half or up to 150 in capacity, and up to 50 outdoor family rally.

      Dance classes, music lessons, and indoor play space limitations have also been lifted.

      Sports practice, games, league matches, competitions, and recreation programs can be participated in a physical distance of up to 25 indoors, up to 50 outdoors.
